During the first quarter of 2020, facing the challenge of COVID-19, ADBC fully played its role of “being a spearhead, shoring up the weak links and making counter-cyclical adjustment “by implementing the decisions and plans of CPC central committee, carrying out the measures for epidemic prevention and control, supporting epidemic material supplies according to the degree of urgency, and coordinating the service for economic and social development. ADBC granted loans amounting to 499 billion RMB during the first quarter, with 85.1 billion RMB growth year on year. At the end of the quarter, the bank loan balance in RMB was 5.83 trillion, with 241.561 billion increasing over the beginning of the year and 55.232 billion growth year-on-year.

ADBC fully supports the resumption of work and production for enterprises and the epidemic prevention and control. The bank has put forward a package of measures, opened two special credit channels ( urgent and green) , implemented differentiating credit policies according to the different needs, ensured the credit funding sources, enhanced the ability to guarantee quality services of policy-oriented finance, and strongly supported the epidemic control and the resumption of work and production for enterprises. Over the first quarter, ADBC granted emergency lending of 68.06 billion RMB for epidemic prevention and control including 18.2 billion RMB of re-lending from PBOC for 381 national key enterprises, and granted loans of 210.187 billion RMB to the resumption of work and production for 3722 enterprises,with 81% for the medium and small enterprises.

ADBC fully supports targeted poverty alleviation. Overcoming the influence of COVID-19 pandemic, the bank has committed to the mission of poverty alleviation. 10 special policies have been put forward efficiently to support the impoverished   regions affected by epidemic more seriously and 52 counties which still remain below the poverty line. The leaders of the bank has been at the forefront, and the functional departments and provincial branches work together to speed up efforts in lifting the remaining poor counties out of poverty. With money, knowledge, affection and commercial facilitation, ADBC has enhanced the support to the “two no-worries and three guarantees” and safe drinking water projects in the counties remaining in poverty, and implemented the requirements to consolidate the results of poverty alleviation. Over the first quarter, ADBC granted loans amounting to 107.791billion RMB for poverty alleviation (30.741 billion RMB growth year-on-year), with 70.167 billion (65%) granted to industrial poverty alleviation project.

ADBC actively supports the agricultural businesses and rural infrastructure construction. The bank has vigorously served the national food security, supported the supplies and production of major agricultural products, and guaranteed the adequate supply of staple food and vegetable. The bank has promoted the quality and efficiency of agriculture by supporting the supplies in the key sectors, such as agricultural input, agricultural machinery and equipment, facility agriculture, high-standard farmland, land circulation, etc. The bank has actively promoted agricultural businesses by drawing up a series of measures including supporting live pig industry, promoting credit lending to the industry, to stabilize the price and supply of pork in the market. The bank has actively supported the building of beautiful and livable countryside by focusing on rural transportation, water conservancy, urban-rural integration, environmental construction in rural areas, renovation of shanty towns, ecological environment construction and protection of key regions. Over the first quarter, ADBC granted loans amounting to 108.455 billion RMB for purchasing, marketing and reserving grain, cotton and edible oil, with 34.181 billion RMB growth year-on-year, 29 billion RMB for spring farming, 16.917 billion RMB for the whole live pig industry chain (at the end of the first quarter, the loan balance was 26.691 billion RMB, with 11.864 billion RMB increased over the beginning of the year), and 176.11 billion RMB for construction of infrastructure (at the end of the first quarter, the loan balance was 3.05125 trillion RMB, with 126.04 billion RMB increase over the beginning of the year).

ADBC continuously advances national regional development. The bank has enhanced the synergy of government, enterprises and major projects to fully support the Yangtze River economic belt development, ecological protection and high-quality development of Yellow River basin, and the construction of Guangdong-Hongkong-Macao Greater Bay Area. In 2020, Henan, Gansu, Anhui Branches of ADBC signed strategic cooperation agreements with provincial governments. Anhui Branch has involved in the major water conservancy project of diverting water from Yangtze River to Huaihe River. Shaanxi Branch has collaborated with the Provincial Department of Water Resources to grant 30 billion RMB as special emergency funds to overcome the COVID-19, strengthen water conservancy and protect the ecological environment. Yunan Branch has granted 5 billion RMB to support the ecological restoration of Erhai lake basin. Relying on the large group enterprises in the Greater Bay Area, Guangdong Branch has offered credit lines for th group costumers to promote the coordinated development of the east, west and north areas in Guangdong province. Over the first quarter, ADBC granted 55.551 billion RMB for the protection of Yangtze River, with a year-on-year incerase of 335%, 13.477 billon RMB for ecological protecion of Yellow River basin, with a year-on-year increase of 504%, and 20.72 billion RMB for the Greater Bay Area.
